Mahalo for your e-mail and taking time to weigh in on this measure. My research indicates that the DOH has the authority to issue the burn permits and does so with a variety of conditions. I lived next to a cane field in Lahaina for many years. (Most of us in Lahaina would welcome back the sugar fields and the jobs and community help they provided.) Yes, it is a nuisance when the cane is burned but it fortunately it isn’t an everyday occurrence. The HC&S workers have been studied and studied with no evidence of harm from working in the fields or near the burns. I continue to work with and encourage HC&S to increase buffer zones and begin transitioning to other profitable crops. Perhaps one will be industrial hemp. I will continue to look for solutions.
